Interesting. I have a good read through, mission statement, submission conditions, etc, etc, and noted that work published previously, even on a personal website or a blog will not be considered. Rather narrows the field for them does it not; particularly as they seem to be calling for emerging/underrepresented voices to be heard; but the intent seems good hearted.

I never participate when it says it can not have been published even on a personal website (unless they are paying me upfront, and I call that a commission not a submission) and yet sometimes these calls stir someone’s muse and gets them writing again. That is why I like to share those that seem legitimate.
I think, as you say, the intent is good hearted, even if a bit unrealistic.
